Stablecoin Reserve Stress Testing: How Issuers Should Prepare for a Treasury Market Crisis

What happens to stablecoin reserves if the US Treasury market seizes up? Modeling stress scenarios for USDT and USDC portfolios.

Stablecoins now represent over $300 billion in assets, with the vast majority backed by U.S. Treasury bills, repurchase agreements, and bank deposits. The reserve portfolios behind USDT and USDC are concentrated in the same narrow slice of the fixed-income market: short-duration government debt. This concentration works well in calm markets. But what happens when the Treasury market itself comes under stress?

Stablecoin reserve stress testing is the practice of modeling how a reserve portfolio would perform under adverse conditions: a debt ceiling crisis, a repo market freeze, a failed Treasury auction, or a rapid shift in interest rates. As stablecoin issuers have grown into some of the largest holders of U.S. government debt globally, the question is no longer hypothetical. The Federal Reserve's April 2026 FEDS Note on stablecoin financial stability identified run risk as a growing concern, particularly as retail adoption accelerates and intermediation chains grow more complex.

How Stablecoin Reserves Are Constructed

Before modeling stress scenarios, it helps to understand what sits inside the two largest stablecoin issuer portfolios. Both Tether and Circle hold reserves overwhelmingly in U.S. government obligations, but their portfolio construction differs in meaningful ways.

Tether (USDT) Reserve Composition

As of Q2 2026, Tether reported total assets of $187.75 billion against $183.64 billion in liabilities. Its reserve portfolio is anchored by $115 billion in U.S. Treasury bills (direct and indirect holdings), making Tether one of the largest non-sovereign holders of U.S. government debt. The remainder includes $18.8 billion in physical gold (over 146 metric tons), approximately $5.8 billion in Bitcoin (98,932 BTC), and a smaller allocation to secured loans and overnight repurchase agreements. Tether reported $4.11 billion in excess reserves above its token liabilities.

Tether publishes quarterly attestations through BDO, a top-five global accounting firm. It has historically faced scrutiny over reserve transparency: a 2021 CFTC settlement resulted in a $41 million fine for misleading statements about reserve backing. Since then, Tether has eliminated its commercial paper holdings entirely (which once comprised over 65% of reserves in mid-2021) and shifted almost exclusively to Treasury bills.

Circle (USDC) Reserve Composition

Circle takes a different approach. USDC reserves are held in two pools: cash at regulated U.S. banks (including G-SIB institutions like BNY Mellon) and the Circle Reserve Fund, a SEC-registered 2a-7 government money market fund managed by BlackRock. The fund holds U.S. Treasury bills with weighted-average maturity under 60 days and overnight reverse repurchase agreements collateralized by Treasuries. Approximately 80% of USDC reserves sit in this fund, with the remaining 20% in bank deposits.

As of August 2026, USDC has approximately $73 billion in circulation. Circle publishes monthly attestations from Deloitte and discloses CUSIP-level Treasury holdings daily through the BlackRock fund page. This level of granularity is unique among major fiat-backed stablecoins.

The Liquidity Mismatch Problem

The core tension in stablecoin reserve management is the mismatch between redemption speed and asset settlement speed. Stablecoin redemption requests arrive 24/7 via blockchain transactions that settle in seconds. But the assets backing those stablecoins operate on traditional finance timelines: Treasury bills settle T+1 in the secondary market, newly auctioned bills take 2 to 4 business days to settle, and bank wire transfers process only during business hours on weekdays.

This creates what the European Central Bank has warned is a structural vulnerability: stablecoin issuers promise near-instant liquidity while holding assets that cannot be liquidated instantly. In calm markets, issuers bridge this gap with cash buffers and credit lines. In stressed markets, those bridges can collapse.

The March 2023 USDC depeg event illustrated this perfectly. When Silicon Valley Bank failed on a Friday, Circle had $3.3 billion in deposits (approximately 8% of USDC reserves at the time) trapped at the failed institution. Banking rails were closed for the weekend. USDC fell to roughly $0.87 before recovering after federal regulators guaranteed all SVB deposits on Sunday. The depeg lasted about 48 hours, but it demonstrated how weekend timing and banking-hour limitations can amplify what would otherwise be a manageable liquidity event.

Stress Scenario 1: Debt Ceiling Crisis

A U.S. debt ceiling standoff directly threatens the assets that back stablecoins. During the May 2023 debt ceiling crisis, four-week Treasury bills maturing near the projected "X-date" (the point at which the Treasury would exhaust extraordinary measures) auctioned at 5.84%: the highest yield for any T-bill auction since 2000. Investors priced in a real, if small, probability that the U.S. government would fail to make timely payments.

For stablecoin issuers holding tens of billions in short-dated T-bills, this creates two problems. First, bills maturing near the X-date trade at a discount as investors demand higher yields, temporarily reducing the net asset value of the reserve portfolio. Second, if the Treasury actually missed a payment (as it briefly did in 1979 due to back-office failures during a debt ceiling dispute), issuers would face a gap between assets and liabilities until the payment was made whole.

Circle demonstrated one response during the 2023 standoff: it reportedly shifted USDC's Treasury exposure entirely into reverse repurchase agreements, avoiding direct exposure to bills maturing near the X-date. This strategy works for issuers with the operational flexibility to rotate their portfolio quickly, but it requires active management and comes with its own counterparty considerations.

Stress Scenario 2: Repo Market Freeze

The September 2019 repo market crisis offers a template for what a freeze looks like. On September 17, 2019, the Secured Overnight Financing Rate (SOFR) spiked from 2.43% to 5.25%, with intraday rates reaching 10%. The cause was a simultaneous drain on bank reserves: quarterly corporate tax payments and Treasury auction settlement pulled roughly $120 billion from the financial system in two business days.

For stablecoin issuers, a repo market freeze is particularly dangerous because reverse repurchase agreements are a core component of their reserve portfolios. The Financial Stability Board has warned specifically about stablecoin exposure to repo markets. Most repo transactions roll over daily: during stress, counterparties may simply decline to renew agreements, preferring to hold Treasury collateral rather than return cash. This could leave an issuer with collateral it cannot quickly convert to dollars, exactly when redemption demand is spiking.

The 2019 episode required the New York Fed to inject $75 billion on the first day and continue daily operations of up to $100 billion to stabilize rates. Markets normalized within days. But the episode revealed how quickly short-term funding markets can seize, and the repo market has only grown more systemically important since then.

Stress Scenario 3: Treasury Auction Failure

No U.S. Treasury auction has ever technically failed (a bid-to-cover ratio below 1.0). The bid-to-cover ratio for 10-year note auctions has not dipped below 2.0 since March 2008. But recent auctions have shown signs of weakening demand: the 5-year note auction in July 2026 hit its lowest bid-to-cover in nearly five years and tailed for a 14th consecutive auction.

A failed or severely weak auction would signal that the market cannot absorb new Treasury issuance at prevailing rates. For stablecoin issuers who need to regularly roll maturing T-bills into new ones, this could mean reinvesting at significantly higher yields (lower prices), or being unable to find sufficient supply of the short-dated bills that meet regulatory requirements. If stablecoin issuers themselves were simultaneously facing redemptions and selling T-bills into a market that is already struggling to absorb supply, the resulting feedback loop could amplify the disruption.

The fire-sale feedback loop: The BIS and ECB have both warned that a stablecoin run could trigger forced T-bill sales that destabilize the Treasury market, which in turn would reduce the value of other issuers' reserves, potentially triggering further runs. This is the systemic risk scenario that regulators are most concerned about.

Stress Scenario 4: Rapid Rate-Cutting Cycle

A less dramatic but still consequential scenario: the Federal Reserve cuts rates aggressively. For stablecoin issuers, falling rates reduce the yield on their reserve portfolios. This matters because Treasury income is how issuers fund operations and generate profit. Tether reported $1.5 billion in net operating profit in Q2 2026, driven primarily by Treasury and repo income.

A rapid rate-cutting cycle (say, 200+ basis points in under a year) would compress this revenue significantly. While this does not directly threaten the 1:1 backing of the stablecoin (T-bill principal is unaffected by rate changes at maturity), it creates pressure on the business model. Issuers might respond by extending duration to capture higher yields, introducing new fee structures, or diversifying into riskier assets: all of which could increase the reserve portfolio's vulnerability to other stress scenarios.

This scenario also highlights a difference between USDT and USDC. Tether's gold and Bitcoin holdings would likely appreciate in a rate-cutting environment (lower rates are historically positive for both assets), partially offsetting the decline in Treasury income. USDC, holding only dollar-denominated assets, would see its revenue decline with no offset.

These estimates are directional, not precise. The actual impact depends on portfolio duration, the issuer's cash buffer, the speed of redemptions, and whether the Federal Reserve intervenes. The key takeaway is that even "safe" assets like T-bills carry liquidity risk when the instrument backing an on-demand liability cannot itself be liquidated on demand.

The GENIUS Act as a Regulatory Response

The GENIUS Act, signed into law on July 18, 2025, established the first comprehensive U.S. regulatory framework for permitted payment stablecoins. Its reserve requirements directly address several of the vulnerabilities exposed in stress scenarios.

The Act requires 1:1 reserve backing with permitted assets: U.S. dollars, bank deposits at insured institutions, Treasury securities with a maximum maturity of 93 days, and shares in registered government money market funds investing exclusively in the above. Issuers are prohibited from rehypothecating or pledging reserve assets. Stablecoin holders receive priority over all other claims against the issuer in bankruptcy.

The 93-day maturity cap is particularly relevant to stress testing. By limiting duration, the GENIUS Act reduces interest-rate risk and ensures that reserve portfolios turn over frequently, minimizing the window during which any given security could be affected by a specific stress event. However, the cap does not eliminate settlement risk: a T-bill with 30 days to maturity still trades at a discount during a debt ceiling crisis if it matures near the X-date.

Monthly disclosure requirements and mandatory reserve segregation improve transparency, giving markets better information to assess issuer health during stress. But the Act does not require real-time reserve reporting, and attestations still lag the reporting period by weeks, leaving a gap during fast-moving crises.

What the Fed Is Watching

The Federal Reserve's May 2026 Financial Stability Report flagged stablecoins as a growing funding risk. Stablecoin assets grew 16% from July 2025 through the end of that year, though growth has since moderated.

The Fed's April 2026 FEDS Note identified three structural developments that compound run risk: increasingly complex intermediation chains between issuers and third-party service providers, strategic vertical integration combining multiple business functions under single entities, and accelerating retail adoption through digital wallet partnerships. Each of these can amplify a stress event by making it harder for markets to assess which entities hold ultimate reserve exposure.

The New York Fed's July 2026 update on stablecoins and non-crypto shocks reinforced a finding that stablecoins with safer and more liquid reserve compositions have exhibited relatively stronger adoption, suggesting the market is beginning to differentiate on reserve quality. This is a positive signal for the ecosystem, but it also means that any future reserve-quality concern could trigger rapid outflows as users migrate to perceived-safer alternatives.

How Issuers Can Prepare

Stress testing a stablecoin reserve portfolio requires modeling both asset-side risks (what happens to the value and liquidity of reserves) and liability-side risks (how fast and how large redemptions could be). Based on the scenarios analyzed above, issuers should consider the following measures.

Cash Buffer Sizing

The SVB crisis showed that even a small percentage of reserves held in illiquid or inaccessible form can trigger a depeg. Issuers should maintain cash buffers sized to cover peak redemption demand over a 72-hour period without selling any securities. The USDC depeg occurred over a weekend: a 72-hour buffer would have covered the gap.

Maturity Ladder Diversification

Concentrating T-bill holdings in a narrow maturity window increases exposure to date-specific risks like debt ceiling X-dates. A laddered portfolio with maturities spread across 1-week, 4-week, 8-week, and 13-week buckets reduces the likelihood that a meaningful portion of reserves is affected by any single event. The GENIUS Act's 93-day cap still allows for meaningful laddering within this window.

Repo Counterparty Diversification

The September 2019 crisis demonstrated that repo market stress can be sudden and severe. Issuers relying on overnight reverse repo should diversify across counterparties and clearing arrangements. Concentration in a single tri-party settlement agent (BNY Mellon handles the vast majority of U.S. tri-party repo) creates operational risk even when credit risk is minimal.

Real-Time Reserve Monitoring

Monthly or quarterly attestations are insufficient for crisis management. Issuers should invest in real-time reserve monitoring systems that track NAV continuously, flag concentration risks, and trigger alerts when redemption rates exceed predefined thresholds. On-chain proof-of-reserve systems can provide additional transparency, though they typically reflect bank balances rather than the mark-to-market value of securities holdings.

What This Means for Stablecoin Users

For users and payment systems that depend on stablecoins, understanding reserve stress scenarios helps inform which stablecoins are appropriate for different use cases. A stablecoin used for daily payments needs different reserve characteristics than one used for long-term savings.

The critical factors to evaluate include reserve composition transparency (can you see exactly what assets back the stablecoin?), attestation frequency and auditor quality, the issuer's track record during actual stress events, and the regulatory framework governing the issuer's operations. The mechanics of Treasury-backed reserves are worth understanding in detail for anyone holding significant stablecoin balances.
